Restricted & Prohibited Items Policy

CN-DELIVERY provides China warehouse receiving, inspection, photo and video checking, consolidation, repacking and international shipping support for overseas buyers.

International shipping rules are not the same for every product, carrier, shipping method or destination country. Some products can be shipped through normal channels, some require special documentation and dedicated transport routes, and some cannot legally or safely be accepted at all.

A product being available for purchase in China does not automatically mean that it can be exported from China, accepted by an airline or shipping line, imported into the destination country, or delivered by a local courier.

Major international carriers similarly distinguish between prohibited goods, which cannot be transported, and restricted goods, which may only be accepted after review and approval. Dangerous goods such as lithium batteries, aerosols, perfumes and other regulated substances can also be subject to IATA, IMDG and carrier-specific requirements.

For this reason, customers must provide accurate product information before sending restricted or potentially regulated goods to our China warehouse.

1. Items We Will Not Knowingly Handle or Ship

CN-DELIVERY will not knowingly arrange storage or international transport for goods when their possession, export, import or transportation is illegal under applicable law.

This includes, but is not limited to:

Carriers such as DHL and FedEx also prohibit illegal goods and goods whose movement is prohibited by applicable law.

2. Firearms, Ammunition and Weapons

The following are generally not accepted through our standard warehouse and shipping services:

Certain knives, tactical products, self-defense products and weapon-like goods may also be restricted depending on the product and destination.

Examples include:

Do not send weapons or weapon-related products to our warehouse without written confirmation.

Major international express carriers maintain strict prohibitions or approval requirements for firearms, ammunition and explosives.

3. Explosives and Highly Reactive Materials

Explosives and highly reactive materials cannot be treated as ordinary cargo.

Examples include:

Dangerous-goods regulations classify explosives, flammable solids, self-reactive materials, oxidizers, organic peroxides, toxic substances, radioactive materials and corrosives into specific hazard classes.

Products in these categories must never be declared as ordinary general cargo.

4. Lithium Batteries and Energy Storage Products

CN-DELIVERY may be able to handle certain battery products through suitable routes, but battery shipments require review before they are sent to the warehouse.

This includes:

Your request should identify:

Depending on the shipment, we may also request:

Lithium battery transportation is subject to detailed air-transport requirements under the IATA Dangerous Goods Regulations, and carriers apply additional acceptance rules.

Acceptance at our warehouse does not automatically guarantee acceptance by every airline, carrier or destination country.

5. Damaged, Swollen or Leaking Batteries

Do not intentionally send batteries that are:

If a battery arrives and appears unsafe, normal warehouse processing may be stopped.

The battery may need to be isolated while appropriate handling is determined.

Safety takes priority over consolidation, repacking or international shipping.

6. Chemicals

Chemicals must be disclosed before shipment.

Examples include:

We may request:

Some chemicals can be transported through specialized channels; others cannot.

Never describe a chemical shipment simply as “accessories,” “samples,” “plastic products” or another inaccurate general description.

7. Flammable Liquids and Solvents

Products containing flammable liquids require special review.

Examples include:

Whether these products can be transported depends on their composition, flash point, quantity, packaging, shipping method and destination.

8. Perfume, Fragrance and Alcohol-Based Cosmetics

Perfume and fragrance products may qualify as dangerous goods because of their alcohol or other flammable content.

This can include:

DHL specifically lists perfumes, aftershaves, aerosols and other flammable substances among dangerous or restricted goods requiring approval.

Send the product composition and SDS/MSDS where available before purchasing international transportation.

9. Aerosols and Pressurized Containers

Aerosol products and pressurized containers must be disclosed.

Examples include:

These products may fall under dangerous-goods regulations and cannot automatically be transported through normal air or courier routes.

10. Liquids

Liquids are not automatically prohibited, but they require product-specific review.

Examples include:

Please provide:

Leak-proof packaging and suitable secondary protection may be required.

11. Powders

Powders must be disclosed before shipping.

Examples include:

Certain powders may require documentation to establish whether they are hazardous, controlled or acceptable for transport.

The fact that a powder is “non-dangerous” according to the supplier does not remove the need for carrier or customs review where applicable.

12. Magnets and Strong Magnetic Products

Products containing strong magnets may be subject to air-transport restrictions.

Examples include:

Depending on magnetic field strength and carrier rules, testing or additional documentation may be required.

13. Food Products

Food products must be reviewed before international shipping.

This includes:

Please provide:

Food import rules vary substantially between countries.

Some destinations may require:

Warehouse inspection of food is limited to visible issues such as packaging condition, labels, dates, quantities and obvious damage. It does not replace food-safety laboratory testing or regulatory approval.

14. Fresh, Frozen and Temperature-Controlled Food

Do not send temperature-sensitive products without prior confirmation.

Examples include:

Our ordinary warehouse service should not be assumed to provide refrigeration, freezing or controlled-temperature storage.

These goods require specific arrangements before dispatch.

15. Plants, Seeds and Agricultural Products

Plants and agricultural products can be subject to strict quarantine and phytosanitary controls.

Examples include:

Import permits or phytosanitary certificates may be required.

Do not send these goods to our warehouse before confirming the destination requirements.

16. Medicines and Pharmaceutical Products

Medicines, pharmaceutical products and medical substances may be highly regulated.

Examples include:

Acceptance depends on:

Prescription or controlled medicines should not be sent without prior written review.

17. Medical Devices

Medical devices may require regulatory approval in the destination market.

Examples include:

Transportation may be possible while import authorization is not.

The customer/importer remains responsible for confirming whether the product can legally be imported, sold or used at the destination.

18. Cosmetics and Personal-Care Products

Cosmetics are not automatically prohibited, but some contain regulated components.

Examples include:

We may need to distinguish between:

Product information may be requested before route confirmation.

19. Alcoholic Beverages

Alcohol shipments are subject to destination-specific licensing, tax and carrier requirements.

Examples include:

Do not send alcoholic beverages without prior confirmation.

Carrier acceptance can depend on shipper authorization, destination law and shipment type.

20. Tobacco, Cigarettes and Nicotine Products

These products are highly restricted in many jurisdictions.

This includes:

Such products may involve excise tax, age restrictions, import licensing and carrier restrictions.

They require prior written review and may not be accepted.

21. Cannabis, THC and Illegal Drug Products

CN-DELIVERY does not knowingly handle illegal narcotics or products whose possession, export or import is unlawful.

Products containing:

will not be accepted where prohibited by applicable law.

DHL expressly lists illegal drugs, including cannabis or its derivatives, among prohibited goods.

22. Biological and Infectious Materials

Biological products can be regulated as dangerous goods.

Examples include:

These products require specialized handling and should not be sent through our normal warehouse service without prior approval.

23. Radioactive Materials

Radioactive substances and radioactive equipment are highly regulated.

Do not send radioactive material to our warehouse through ordinary shipping arrangements.

Dangerous-goods regulations treat radioactive material as Class 7 dangerous goods, and carrier acceptance is highly limited.

24. Toxic and Poisonous Substances

Toxic substances cannot be treated as ordinary cargo.

Examples may include:

The applicable transport classification must be determined before shipping.

25. Corrosive Materials

Corrosive substances require dangerous-goods review.

Examples include:

Packaging, concentration and quantity all affect transport requirements.

26. Oxidizers and Organic Peroxides

Oxidizing substances and organic peroxides are regulated dangerous goods and must be declared accurately.

They cannot be disguised or shipped as ordinary chemicals.

The IMDG dangerous-goods classification includes oxidizing substances and organic peroxides as Class 5 materials.

27. Counterfeit and Intellectual Property Infringing Goods

CN-DELIVERY does not knowingly support the international transportation of counterfeit goods.

Examples include:

DHL specifically identifies counterfeit goods that infringe intellectual-property rights as prohibited.

If a product carries a registered brand, we may request additional information about the goods and purchasing source.

28. Branded Goods

Branded goods are not automatically counterfeit or prohibited.

However, international transportation of branded merchandise can require additional review.

Examples include:

Customers may be asked to provide:

Acceptance for transportation does not constitute verification of authenticity.

29. Wildlife, Animal Products and CITES-Controlled Goods

Wildlife products may be prohibited or require permits under national law and the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

Examples include:

CITES maintains the authoritative international trade system for listed wildlife species, and permits may be required depending on the species and trade.

Do not send wildlife products without prior documentation review.

30. Live Animals

Live animals are not accepted through our standard warehouse and international shipping service.

This includes:

Specialist animal transportation requires completely different handling arrangements.

31. Human Remains and Human Biological Material

Human remains, ashes, organs and similar materials are not handled through our standard shipping service.

Major international carriers also prohibit or heavily regulate these categories.

32. Cash, Currency and Monetary Instruments

Do not send:

Precious-metal bullion and certain high-value monetary commodities can also be prohibited or restricted by major carriers.

33. Precious Metals, Precious Stones and High-Value Goods

High-value items require prior review.

Examples include:

Even where legal, these products can exceed carrier liability limits or require special insurance and handling.

Do not send high-value goods before receiving confirmation.

34. Documents With Financial or Identity Value

Certain documents and instruments may require special review.

Examples include:

Acceptance depends on the exact item, value and carrier.

35. Personal Data and Sensitive Records

Customers should avoid sending unnecessary sensitive personal records inside commercial shipments.

Where original identity documents or confidential records must be transported, discuss the shipment with us before dispatch.

36. Adult Products

Certain adult products may be restricted by destination-country law or local customs rules.

Acceptance depends on:

Confirm before purchasing or shipping these goods.

37. Religious, Political or Culturally Sensitive Material

Books, publications, media, symbols or other material may be restricted in certain destination countries.

A product legally available in one country can still be prohibited at another destination.

Customers are responsible for checking local import restrictions.

38. Military, Tactical and Dual-Use Products

Some products can have civilian and military applications and may be subject to export-control rules.

Examples include:

Dual-use goods can be subject to additional regulatory controls. DHL also advises international shippers to consider dual-use restrictions.

These shipments must be disclosed before arrival.

39. Drones

Drones require product-specific review because they may contain:

Destination countries may impose separate drone-import requirements.

Provide the model, battery specification and destination before shipment.

40. Electronic Products

Ordinary electronics are usually not automatically prohibited, but they must be accurately described.

Special review may be needed for electronics containing:

Examples include:

41. Used Electronic Equipment and Used Batteries

Used equipment may be subject to additional restrictions, particularly if customs considers the goods electronic waste or used batteries.

Please disclose that the products are used rather than declaring them as new.

42. Waste, Scrap and Used Materials

International transport of waste and scrap can be regulated separately from ordinary commercial products.

Examples include:

These goods require prior review and may not be accepted.

43. Wood Products and Wooden Packaging

Certain countries impose phytosanitary requirements on raw wood and wooden packaging.

For pallets and wooden cases used in international trade, destination requirements may include compliant treated wood and required markings.

Raw wood, logs and certain untreated wood products may require additional documentation.

44. Antiques and Cultural Property

Antiques, archaeological items and cultural property can be subject to export and import controls.

Examples include:

Proof of lawful ownership or export authorization may be required.

45. Fragile Goods

Fragile goods are not automatically restricted, but they require suitable packaging.

Examples include:

CN-DELIVERY may recommend:

Acceptance does not mean that inappropriate supplier packaging is suitable for international transport.

46. Oversized and Heavy Cargo

Oversized goods are not automatically prohibited.

Your website already supports machinery, equipment, furniture and other bulky cargo, with route selection based on actual cargo requirements.

However, you must provide accurate information about:

Examples include:

A custom shipping solution may be required.

47. Destination-Specific Restricted Items

Even when a product can legally leave China, the destination country may prohibit or restrict its import.

Common destination-controlled categories include:

FedEx notes that international shipments must be checked against both global and country-specific restrictions because a commodity may be acceptable generally but prohibited at a particular destination.

48. Carrier-Specific Restrictions

Different carriers can make different acceptance decisions for the same product.

A shipment accepted by one carrier may be rejected by another because of:

Dangerous goods are also not accepted to every destination or through every FedEx service.

For this reason, CN-DELIVERY selects routes based on the actual cargo rather than assuming that every product can use the same channel.

49. Air and Sea Shipping Rules Are Different

A product that cannot travel by ordinary air freight may sometimes have a compliant sea or specialized cargo option.

Likewise, a product accepted for sea transport is not automatically acceptable by air.

Air dangerous goods are subject to IATA requirements, while maritime dangerous goods are governed by the IMDG framework.

Shipping eligibility must therefore be checked against the selected transport mode.

50. Do Not Hide Restricted Goods Inside General Cargo

Customers must not intentionally conceal restricted products inside other goods.

For example, do not:

Misdeclaration can create serious safety, customs and carrier problems.

It may also result in shipment refusal, additional costs, delays or legal consequences.

51. Customer Declaration Responsibility

Customers are responsible for providing complete and accurate information about the goods.

This includes information about:

Do not rely only on a supplier saying:

“Normal goods.”

If you are unsure, send us the product link, photos and specifications so that the shipment can be reviewed.

52. Documents We May Request

Depending on the product, CN-DELIVERY may request:

Providing documents does not automatically guarantee acceptance.

The final decision may depend on the carrier and destination authorities.

53. What Happens If a Restricted Item Arrives Without Approval?

If a customer sends a restricted or potentially dangerous item to our warehouse without prior approval, warehouse processing may be suspended.

Depending on the situation, we may need to:

Additional handling, storage, return or processing costs may apply.

For dangerous or unsafe goods, safety procedures and applicable law take priority over ordinary customer instructions.

54. Receiving Goods Does Not Guarantee International Shipping

A very important point:

Receiving a product at our China warehouse does not automatically mean that the product has been approved for international shipment.

Final acceptance can depend on:

Customers should obtain approval for sensitive goods before asking the supplier to ship them to our warehouse.

55. Restricted Does Not Always Mean Prohibited

Some products listed on this page may still be transportable when suitable arrangements are available.

For example, depending on the shipment, CN-DELIVERY may be able to review routes for:

Your website specifically presents battery shipping as requiring special handling and sensitive goods as requiring dedicated routes rather than treating every such product as ordinary cargo.

Contact us before purchasing transportation so that we can review the actual product.

56. Restricted Items Checklist Before Sending Goods

Before asking a supplier to ship to our warehouse, check:

If any answer may be “yes,” contact us before shipment.

57. Contact Us Before Shipping Restricted Goods

If you are unsure whether your product can be received, consolidated, repacked or shipped internationally, send us the product information before the supplier dispatches it.

Please include:

We will review the information and advise whether the product requires additional documentation, special handling or a dedicated shipping route.
